澳珠警方破千萬元籌碼詐騙案 共拘四人
2020年8月28日晚上,本局接獲治安警察局通知,台山巴坡沙大馬路某石梯位置發生一宗詐騙案,男事主報稱被騙去逾1,000萬港元籌碼。
案情顯示,事主與三名友人協助其僱主將港元現金籌碼兌換成港元現金,由於娛樂場暫停提供相關服務,事主遂透過手機應用程式與兩名涉案男子協議以1,060萬港元籌碼兌換1,000萬港元現金;案發當晚,各人在上述地點進行交易,兩名涉案男子取得籌碼後馬上離開,事主點算現金時發現大部份鈔票均為俗稱“練功券”之偽鈔,真鈔僅有40張,故立即報警求助。
本局在治安警察局協助下迅速查悉兩名涉案男子得手後前往關閘口岸,亦發現二人在洗手間內與另一名涉案男子交收贓款後逃返內地;接贓男子隨即乘坐接應車輛至路氹聯生工業村附近下車,再駕駛另一輛汽車逃去。本局查明接贓男子及相關車輛登記人身份,於2020年8月29日早上車輛登記人準備從接應車輛上取回贓款時將其截獲,並在車內起回全部籌碼,同時在筷子基區某單位拘捕接贓男子,其承認犯案。
另一方面,本局透過粵澳警務機制,要求內地警方協助追捕兩名逃匿內地的涉案男子,珠海公安迅速將之截獲,兩人均承認犯罪。本局以詐騙(相當巨額)罪及犯罪集團罪將在澳被捕的兩名涉案男子移送檢察院偵辦。
Macao and Zhuhai police cracked fraud case of $10 million of chips with 4 arrested
On the night of 28th August 2020, the Judiciary Police was notified by the Public Security Police Force that a fraud case took place at a stone stairway on Avenida de Artur Tamagnini Barbosa, in which the male victim reported that he had been defrauded of HKD 10 million of casino chips.
Details of the case revealed that the victim and his three friends were exchanging HKD cash chips into HKD cash for his employer, but as the related service had temporarily been suspended in casinos, the victim agreed with the two involved men via a mobile app to exchange HKD 10.6 million of chips for HKD 10 million in cash. On the night the case happened, the two parties carried out the transaction at the said location, and the two involved men left immediately after receiving the chips. While counting the cash, the victim found that most of the banknotes were counterfeit banknotes commonly known as “practice vouchers” with only 40 pieces of real banknotes, thus reported the case to the police.
With the assistance of the Public Security Police Force, the two involved men were soon found to have proceeded to the Border Gate checkpoint after committing the crime, then fled to the mainland after handing the illicit proceeds to another involved man in the washroom. After receiving the illicit proceeds, the man took a pre-arranged car immediately to the vicinity of Parque Industrial da Concórdia in Cotai, where he alighted and drove another car to escape. The Judiciary Police tracked down the man who received the illicit proceeds and the registrant of the car, then intercepted the registrant of the car on the morning of 29th August 2020, when he was preparing to collect the illicit proceeds from the involved car. All the chips were recovered in the car. Meanwhile, the man collecting the illicit proceeds was arrested in an apartment in the Fai Chi Kei district, who admitted to committing the crime.
On the other hand, the Judiciary Police requested the mainland police via the Guangdong-Macao police mechanism to assist in pursuing after the two involved men who had fled to the mainland. The Zhuhai Public Security personnel swiftly intercepted the duo who admitted to committing the crime. The two involved men arrested in Macao were transferred to the Public Prosecutions Office for the offences of fraud (considerably huge amount) and criminal syndicate.

Na noite de 28 de Agosto de 2020, a PJ recebeu a notificação do CPSP sobre um caso de burla ocorrido numa escada na Avenida de Artur Tamagnini Barbosa, no qual um homem, vítima deste caso, tinha sido burlado em mais de 10 milhões de HKD em fichas.
Segundo a denúncia, o homem e os três amigos estariam a auxiliar o seu empregador a trocar fichas por dinheiro, mas naquela altura, os casinos suspenderam a prestação do serviço de troca, assim, a vítima, através de uma app de telemóvel, negociou com outros dois homens, suspeitos deste caso, para trocar 10,6 milhões de HKD de fichas por 10 milhões de HKD em numerário. Na noite da ocorrência, eles fizeram a transacção no local referido. Os dois suspeitos foram-se embora logo que obtiveram as fichas, enquanto que a vítima, na contagem do dinheiro, descobriu que a maioria das notas eram falsas, só 40 delas eram verdadeiras, assim, chamou a polícia.
Com a colaboração do CPSP, os nossos agentes verificaram rapidamente que os dois suspeitos foram ao posto fronteiriço das Portas do Cerco após a actuação, entregaram as fichas a um outro homem numa casa de banho e fugiram depois para a China continental. O homem com as fichas foi em direcção ao Parque Industrial da Concórdia num carro, onde trocou de carro para ir embora. Na investigação, identificámos o indivíduo que ficou com as fichas e o proprietário dos veículos. Na manhã de 29 de Agosto de 2020, foi detido o proprietário do primeiro carro ao pretender ir buscar as fichas no seu carro, onde recuperámos todas as fichas trocadas. Ao mesmo tempo, detivemos o homem que tinha recebido as fichas num apartamento no bairro de Fai Chi Kei, que confessou o crime.
Por outro lado, através dos mecanismos da cooperação policial entre Guangdong e Macau, pedimos à polícia da China continental para deter os dois suspeitos em fuga, que foram rapidamente detidos pela polícia de Zhuhai e confessaram o crime. Os dois homens detidos em Macau foram presentes ao MP por burla (valor consideravelmente elevado) e associação criminosa.
