粵港澳警方偵破網兌貨幣騙案 拘主腦及成員共九人
因應近期涉及網上兌換貨幣的詐騙案高發,本局成立專案小組進行調查和打擊。根據資料顯示,本局自2018年起共接獲25宗同類案件,涉及27名被害人,損失合共約38萬元,被害人均稱透過網絡社交平台、討論區以及兩個兌換貨幣網站以優惠匯率兌換人民幣或新台幣,當被害人將兌換款項存入作案人指定的銀行帳戶後,一直無法收到對應款項,亦與作案人失去聯絡。
經對案件排查和分析整合,本局發現連串案件與一個內地詐騙犯罪團伙有關,集團主腦為一名匿藏廣東佛山的香港居民,故透過警務聯絡機制分別通報粵港警方,三地網警部門聯手偵辦案件,並取得重大進展。2020年8月28日,在廣東省公安廳協調下,本局聯同佛山和香港警方採取統一收網行動:本局在澳門多個住宅單位拘捕五名經營匯兌業務的涉案本澳男女;佛山警方以詐騙罪拘控集團主腦;香港警方先後拘獲三名犯罪集團成員,涉及當地21宗同類案件,詐騙金額約16萬港元,同時關閉涉案網站及扣押相關伺服器。
本局深入調查後發現,犯罪集團先招攬經營代充值和匯兌服務的公司或個人提供銀行帳戶,再通過網站及社交平台尋找詐騙對象,隨後指示被害人將兌換款項存入上述帳戶,並將被害人發來的轉帳截圖轉發予匯兌公司或個人,要求他們將款項兌換成人民幣及轉移至犯罪集團操控的內地銀行帳戶或電子支付帳戶,涉款折合約56萬澳門元;犯罪集團亦使用多個假身份及社交平台帳戶進行詐騙,並利用電子支付工具處理騙款,以逃避警方的追查。
本局對五名被捕男女進行調查,有跡象顯示他們在知悉款項可能來自犯罪的情況下,仍為犯罪團伙提供有關匯兌服務,存在收取、隱藏和轉移犯罪資金的嫌疑,故以清洗黑錢罪將之移送檢察院偵辦。鑑於案件的被害人眾多,本局呼籲懷疑受騙者應從速向警方報案。
在偵辦本案的過程中,本局與粵、港警方啟動警務合作機制,在廣東省公安廳網警總隊協調下,本局聯同佛山市網警支隊和香港網絡安全及科技罪案調查科成功搗破涉案詐騙犯罪團伙。案件的成功偵破,充分體現粵港澳警方打擊跨境網絡犯罪的決心和能力。
Online currency exchange fraud busted in a Guangdong-Hong Kong-Macao police joint effort, arresting nine including the ringleader and syndicate members
In response to the prevalence of recent online currency exchange fraud cases, the Judiciary Police set up a specialized team for investigating and combating such crimes. Information showed that a total of 25 similar cases had been received since 2018, involving 27 victims and a collective loss of around MOP 380,000. All victims claimed that they had exchanged Reminbi or New Taiwan Dollars at preferential exchange rates through social networking platforms, forums and two currency exchange websites. After they had deposited the money to be exchanged into bank accounts designated by the perpetrators, they never received the respective destination currency and lost contact with the perpetrators.
Integrating investigation and analysis, the Judiciary Police found that the series of cases were related to a mainland Chinese fraud syndicate, the ringleader of which was a Hong Kong resident gone into hiding in Foshan, Guangdong. The police of Guangdong and Hong Kong were thus notified via the policing communications mechanism. Joint investigation by the police of the three territories led to significant progress. Under the coordination of the Guangdong Provincial Public Security Department, the Judiciary Police, united with the police of Foshan and Hong Kong, launched an arrest operation on 28th August 2020: the Judiciary Police arrested five involved individuals from Macao, engaging in currency exchange business, in several local residential apartments; the police of Foshan arrested the syndicate ringleader for fraud, while the police of Hong Kong successively arrested three criminal syndicate members relating to 21 similar local cases, involving fraud proceeds of around HKD 160,000. The involved websites were shut down and the relevant servers impounded.
In-depth investigation revealed that the criminal syndicate had recruited companies or individuals supplying top-up and currency exchange services to provide their bank accounts, while looking for targets of fraud on websites and social networking platforms. They then instructed the victims to deposit money to be exchanged into the abovementioned accounts, before forwarding the victims’ screenshots depicting the transfers to the currency exchange companies or individuals, who were requested to exchange the deposits into Renminbi and transfer them into mainland Chinese bank accounts or electronic payment accounts manipulated by the criminal syndicate. An amount equivalent to around MOP 560,000 was involved. The syndicate had also made use of several false identities and social networking platform accounts to commit fraud, while exploiting electronic payment tools to handle the proceeds to evade police investigation.
Investigation into the five arrestees led to indications that they had provided currency exchange services for the criminal syndicate, despite having realized that the money might have derived from crimes. Suspected of collecting, hiding and transferring criminal proceeds, they were transferred to the Public Prosecutions Office for the charge of money laundering. Considering the large number of victims, the Judiciary Police called for potential victims to report to the police at their earliest opportunity.
During the course of investigation, under the policing cooperation mechanism launched by the Judiciary Police with the police of Guangdong and Hong Kong, and the coordination of Cyber Police Brigade of Guangdong Provincial Public Security Department, the Judiciary Police, joined by Foshan Cyber Police Corps and Cyber Security and Technology Crime Bureau of Hong Kong, successfully busted the involved fraud syndicate, amply manifesting the determination and capability of the police of Guangdong, Hong Kong and Macao in combating cross-border cybercrimes.

Face à ocorrência frequente das burlas na troca de dinheiro online, que aconteceram recentemente, a PJ criou uma equipa especial. De acordo com os nossos dados, recebemos 25 casos semelhantes desde 2018, que envolviam 27 vítimas, com um prejuízo total de 380.000 patacas. As vítimas disseram que através de redes sociais, fóruns e dois websites de troca de moeda, pretendiam trocar reminbis ou dólares de Taiwan com taxas de câmbios favoráveis. Após depositarem o montante que queriam trocar na conta bancária indicada, não receberam o dinheiro e também o suspeito desapareceu.
Após organização, análise e integração dos casos, descobriu-se que os crimes estavam relacionados com um grupo criminoso de burla da China continental, sendo o cabecilha um residente de Hong Kong escondido em Foshan, na província de Guangdong, a PJ notificou assim as autoridades policiais de Guangdong e de Hong Kong através do mecanismo de ligação policial. Os serviços policiais da rede informática das três jurisdições investigaram os casos em conjunto e obtiveram grandes avanços. No dia 28 de Agosto de 2020, com a coordenação da Directoria Provincial de Segurança Pública de Guangdong, desencadeaou-se uma operação conjunta da PJ, as autoridades policiais de Foshan e as de Hong Kong. A PJ deteve em vários apartamentos em Macau cinco residentes que exploravam o comércio dos câmbios, a Polícia de Foshan deteve o cabecilha que é acusado de burla, e finalmente a polícia de Hong Kong deteve três elementos do grupo criminoso, envolvidos em vinte e um casos semelhantes na cidade vizinha, o montante burlado foi de cerca de 160.000 HKD, simultaneamente, encerrou-se o website suspeito e apreendeu-se o servidor.
Na investigação a PJ apurou que o grupo criminoso recrutava primeiro as companhias ou indivíduos que ofereciam os serviços de depósito para os clientes e os de câmbio, pedindo-lhes o fornecimento da conta bancária, depois, através dos websites ou de redes sociais procurava os alvos, indicando-lhes de depositarem o montante que queriam trocar na conta acima referida, e enviava o screenshot emitido pelas vítimas sobre a transferência de dinheiro para as companhias ou indivíduos em exercício de câmbio, com o intuito de pedir-lhes para trocar o dinheiro em reminbis e transferir para uma conta bancária ou conta de pagamento electrónico da China continental controladas pelo grupo criminoso, o dinheiro envolvido equivale a cerca de 560.000 patacas. O grupo criminoso também usava várias identidades falsas e contas de rede social para efectuar a burla, e utilizava as ferramentas de pagamento electrónico para deslocar o dinheiro burlado, tudo isto para escapar à investigação.
Na investigação sobre as cinco pessoas detidas, foram encontrados indícios de que forneciam os serviços de câmbio para o grupo criminoso mesmo sabendo a possível proveniência criminal do dinheiro, existindo assim a suspeita de que receberam, ocultaram e transferiram o dinheiro vindo do crime, razão pela qual as mesmas foram presentes ao Ministério Público por crime de branqueamento de capitais. Tendo em conta que se trata de muitas vítimas, a PJ faz apelo às pessoas que têm a suspeita de terem sido burladas para que se apressem a fazer a denúncia junto da polícia.
No decurso da investigação deste caso, a PJ e as autoridades policiais de Guangdong e Hong Kong activaram os mecanismos de cooperação policial. Com a coordenação das Brigadas Gerais de Polícia de Rede Informática da Directoria Provincial de Segurança Pública de Guangdong, a PJ, juntamente com o Grupo de Polícia de Rede Informática da cidade de Foshan e o Cyber Security and Technology Crime Bureau de Hong Kong, conseguiu desmantelar este grupo criminoso. A resolução do caso revela plenamente a determinação e a capacidade de combate ao crime cibernético transfronteiriço por parte das polícias de Guangdong, Hong Kong e Macau.
