澳珠警方合作偵破協助偷渡案 共查獲及拘捕九人
本局與珠海巿公安局進行情報交流,得悉一個協助偷渡集團於疫情期間協助內地人非法進出本澳,隨即展開聯合偵查。鑑於情報顯示上述犯罪集團將再次作案,本局隨即透過“反偷渡工作小組”通報澳門海關,並與珠海市公安局部署聯合拘捕行動。
2020年7月25日深夜,發現一艘快艇載着三名非法入境者於九澳燈塔海邊登岸,及後往九澳聖母馬路方向離開,本局人員隨即於九澳聖母馬路將三名非法入境者截獲,再於九澳七苦聖母小堂附近拘捕負責接送偷渡者的集團成員。澳門海關在海上追截偷渡快艇,該快艇採取危險方式航行而逃離本澳。珠海巿公安局同步於內地成功拘捕集團主腦及骨幹成員共五人。
經調查,該集團運作約一個月,集團每次向每名偷渡者收取2.2萬至3萬元人民幣的費用;本局又查悉上述犯罪集團於2020年7月23日協助一名非法入境者進入本澳,並由一名集團成員接載至指定地點,故於7月26日採取行動,在氹仔將該名集團成員截獲。此外,本局人員在首名被捕集團成員租住單位發現三名非法入境者,並查知其中一名非法入境女子以日租50至60澳門元向各人提供非法住宿;本局隨即將相關非法旅館個案轉介旅遊局跟進。
本局對兩名嫌犯及提供非法住宿的非法入境女子分別控以犯罪集團、協助及收留等罪,並連同六名非法入境者一併移送檢察院偵辦。
Nine persons uncovered and arrested in a Macao-Zhuhai police joint effort to bust an assisted illegal immigration case
While exchanging intelligence with Zhuhai Public Security Bureau, the Judiciary Police learnt that a syndicate assisting illegal immigration had been facilitating the illegal movement of mainland Chinese into and out of Macao during the pandemic. Joint investigation was promptly launched. As intelligence showed that the said criminal syndicate was about to perpetrate again, the Judiciary Police instantly informed Macao Customs Service through the “Anti-illegal Immigration Taskforce”, while deploying joint arrest operation with Zhuhai Public Security Bureau.
In the middle of the night on 25th July 2020, a speedboat carrying three illegal immigrants was found docking by the seaside at the Ká Hó Lighthouse, before the trio headed towards Estrada de Nossa Senhora de Ká Hó, where they were swiftly intercepted by the Judiciary Police. The syndicate member responsible for picking up the illegal immigrants was subsequently arrested near Igreja de Nossa Senhora das Dores. Pursued by Macao Customs Service on the waters, the smuggling speedboat sailed dangerously to flee Macao. Meanwhile, Zhuhai Public Security Bureau successfully arrested five individuals, including the ringleader and backbone members of the syndicate, in mainland China.
Investigation revealed that the syndicate had been operating for around a month. It charged each illegal immigrant RMB 22,000 to 30,000 each time. Realizing that the said criminal syndicate had assisted an illegal immigrant to enter Macao, who was then transported to a designated location by a syndicate member on 23rd July 2020, the Judiciary Police thus took action on July 26th, intercepting that syndicate member in Taipa. In addition, the Judiciary Police discovered three illegal immigrants in the apartment rented by the first arrestee, and that one of the illegal immigrant women had been providing them with illegal shelter for a daily rent of MOP 50 to 60. The illegal hostel case was promptly transferred to Macao Government Tourism Office for follow-up action.
The Judiciary Police charged the two suspects and the illegal immigrant woman providing illegal shelter with criminal syndicate, and assisting and sheltering respectively, transferring them along with the six illegal immigrants to the Public Prosecutions Office.
Resolvido um caso de auxílio à imigração ilegal em cooperação com a polícia de Zhuhai, detidos e interceptados 9 indivíduos
Através da troca de informações com a Directoria Municipal de Segurança Pública de Zhuhai, tivemos conhecimento de que uma rede de auxílio à imigração ilegal estaria a ajudar pessoas da China continental a entrar em Macau neste período de pandemia, assim, foi imediatamente iniciada uma investigação conjunta. De acordo com as informações recolhidas, verificou-se que aquela organização iria actuar novamente, comunicámos o facto aos SA de Macau através do “Grupo de trabalho de combate à imigração ilegal”, bem como organizámos uma operação conjunta com a Directoria Municipal de Segurança Pública de Zhuhai.
Na noite de 25 de Julho de 2020, três imigrantes ilegais desembarcaram de uma lancha rápida na zona costeira do Farol de Ká Hó e saíram em direcção da Estrada de Nossa Senhora de Ká Hó. Os nossos agentes interceptaram-nos naquela estrada e detiveram um elemento da organização encarregado de recebê-los nas proximidades da Igreja de Nossa Senhora das Dores de Ká Hó, enquanto que os SA de Macau perseguiam a lancha, que fugiu de Macau seguindo caminhos perigosos. Em simultâneo, a Directoria Municipal de Segurança Pública de Zhuhai conseguiu deter 5 indivíduos na China continental, incluindo o cabecilha da organização e os elementos principais.
Na investigação, apurou-se que aquela rede criminosa funcionava há cerca de um mês, e cobrava a cada imigrante ilegal entre 22.000 e 30.000 RMB por cada deslocação. Verificámos ainda que no dia 23 de Julho de 2020, a organização trouxe um imigrante para Macau, e este foi transportado por um seu elemento para o local predefinido, assim, entrámos em acção no dia 26 de Julho, e detivemos aquele elemento na Taipa. No apartamento que o primeiro elemento detido alugava, foram interceptados mais outros três imigrantes ilegais, e verificou-se que uma mulher, imigrante ilegal fornecia alojamento ilegal e cobrava a cada pessoa 50 a 60 patacas por cada dia. A PJ transferiu imediatamente o caso relativo à pensão ilegal para a DST.
Os dois elementos detidos e a imigrante ilegal que fornecia alojamento, acusados de associação criminosa, auxílio à imigração ilegal e acolhimento, e os seis imigrantes ilegais foram todos presentes ao MP.
