越籍女子涉網戀詐騙及清洗黑錢就逮
2020年6月26日,本局接獲一名本澳女子報稱墮進網戀騙局,被一名自稱在沙特阿拉伯工作的英籍網戀男友以醫治新冠肺炎為名騙去24,800澳門元,其後對方再索要55,000澳門元,女事主察覺收款銀行為本澳銀行而生疑,經致電該銀行查詢才發現受騙。
本局接報後迅速成立專責小組進行調查及分析,並立即向司法當局提請凍結涉案戶口結餘的六萬澳門元,同時查悉先後有八名女子將合共約22萬澳門元存入該戶口,相關款項則在馬來西亞被提取。本局成功接觸其中五名女子,證實她們均墮入網戀騙局;其後鎖定一名越南籍女外僱涉案,並於7月17日將之帶返調查。
涉案女子聲稱於2019年與一名男子發展網戀,並按指示開設銀行帳戶,以協助處理該男子的生意資金;但本局人員發現其手機內儲存大量可疑短訊,其亦將銀行提款卡夾藏於衣服以寄往馬來西亞,並曾透過“西聯”收取報酬,以上行為均顯示其參與犯案,故以詐騙(相當巨額)罪及及清洗黑錢罪將之移送檢察院偵辦,同時追查其餘涉案人士及聯絡其他被害人。
Vietnamese woman arrested for online romance scam and money laundering
A local woman reported to the Judiciary Police on 26th June 2020 that she had fallen into an online romance trap, in which she had been defrauded, on the pretext of treating COVID-19, of MOP 24,800 by an allegedly British online boyfriend working in Saudi Arabia. When the boyfriend subsequently demanded another MOP 55,000, the victim became suspicious, noticing that the beneficiary bank was a local one. Only when she enquired the bank by phone did she realize the scam.
The Judiciary Police promptly established a specialized team for investigation and analysis upon receiving the report, while immediately requesting the judicial authority to freeze the balance of MOP 60,000 in the involved account. Meanwhile, it was learnt that eight women had successively deposited a total of around MOP 220,000 into the said account, which was then withdrawn in Malaysia. The Judiciary Police succeeded to contact five of the women, confirming that they were all victims of an online romance scam. An involved female Vietnamese worker was later identified and taken in for investigation on July 17th.
The involved woman claimed that she started dating online with a man in 2019. She opened a bank account, as instructed, to handle the man’s business capital. However, the Judiciary Police found that there were numerous suspicious text messages in her mobile phone, and that she had hidden a cash withdrawal card in clothes to be sent to Malaysia. She had also received rewards through “Western Union”. In view of these acts that all indicated her part in the crime, the Judiciary Police transferred the involved woman to the Public Prosecutions Office for the charges of fraud (considerably huge) and money laundering, while tracing the other involved individuals and getting in touch with other victims.

Em 26 de Junho de 2020, a PJ recebeu uma queixa de uma residente local declarando ser vítima de uma burla de namoro online, tinha sido burlada em 24.800 Mop pelo seu namorado online, de nacionalidade inglesa, que alegou estar a trabalhar na Arábia Saudita e com o pretexto de ter sido infectado pelo coronavírus. Posteriormente, o homem pediu-lhe repetidamente 55.000 patacas, a vítima suspeitou quando notou que o banco de destino do dinheiro era de Macau, percebeu que tinha sido burlada quando consultou o banco por telefone.
A PJ criou logo um grupo especial para investigar o caso, e solicitou às autoridades judiciárias para congelar de imediato a conta bancária com um saldo de 60.000 patacas. Apurou-se ainda que oito mulheres tinham depositado sucessivamente dinheiro na conta em causa num total de 220.000 patacas e o montante tinha sido levantado na Malásia. A PJ conseguiu contactar cinco destas pessoas e verificou que todas elas tinham sido vítimas da burla de namoro online. Na investigação verificou-se que uma trabalhadora não residente vietnamita estava envolvida nesta burla, foi assim chamada à PJ em 17 de Julho.
A suspeita declarou que começou a namorar online com um homem em 2019 e abriu uma conta bancária conforme as suas instruções para gerir capitais de um negócio. Contudo, os investigadores verificaram que havia um grande número de de mensagens suspeitas no telemóvel da mulher, tinha ainda escondido um cartão de levantamento em vestuário para enviar a Malásia e recebeu a remuneração mediante “Western Union”. Todas estes indícios mostraram que ela tinha participado no crime. A mulher foi presente ao MP acusada dos crimes de burla de valor elevado e de branqueamento de capitais. A PJ continua à procura de eventuais cúmplices e outras vítimas.
