兩越籍男女涉脅迫和勒索被拘
2020年4月1日,本局接獲治安警察局轉交的一宗脅迫及勒索案件。
一名越籍女外僱於2019年9月因急需金錢而向一名女同鄉借取2.2萬澳門元,女外僱承諾分期歸還,但最終只返還了3,000澳門元。
2020年3月30日,女外僱步出住所後被一名越籍涉案男子緊箍頸項,表明為追討欠債,脅迫其簽下3.7萬澳門元的借據,並確認其工作地點後離去。
本局經深入調查後掌握涉案男子身份並懷疑其作案時屬非法入境本澳狀態,至2020年7月13日,治安警察局成功截獲涉案男子並移交本局,其承認協助女同鄉追討債務,聲稱女外僱自願簽下借據,而借據上所訂相比是次債務多出的1.8萬澳門元欠款,是為另一名債主向女外僱追討的。
2020年7月14日,本局在氹仔某住宅單位尋獲借出款項的越籍女子,其否認委託涉案男子作出上述行為,但根據本局調查所得,有跡象顯示兩名越籍男女以威脅手段迫使女外僱還錢,而涉案男子利用有關借據索取不屬於是次債務的金錢。
本局以脅迫罪、勒索罪將涉案男女移送檢察院處理。
Two Vietnamese arrested for coercion and extortion
The Judiciary Police received a case of coercion and extortion from the Public Security Police Force on 1st April 2020. Urgently in need of money, a Vietnamese female worker borrowed MOP 22,000 from a fellow countrywoman in September 2019. Despite her promise to repay the debt in installments, eventually she only repaid MOP 3,000. When she stepped out of her residence on 30th March 2020, she suffered a chokehold by the involved Vietnamese man, who declared that he had come to dun for the debt, forcing her to sign an IOU of MOP 37,000. He left after he was made sure of her workplace.
Upon in-depth investigation, the Judiciary Police identified the involved man, suspecting that he was an illegal immigrant at the time of perpetration. When the Public Security Police Force managed to intercept and transfer the involved man to the Judiciary Police on 13th July 2020, he admitted to have helped his fellow countrywoman to collect the debt, claiming that the Vietnamese female worker had signed the IOU willingly, and that the MOP 18,000 in excess of the original loan, stated on the IOU, was a debt dunned for on behalf of another creditor.
When she was located by the Judiciary Police in a residential apartment on 14th July 2020, the Vietnamese woman who had lent the money denied that she had entrusted the involved man to conduct such behaviour. However, investigation yielded indications that the Vietnamese duo had coerced the victim to repay the loan, while the involved man had made use of such IOU to extort money that was not part of this debt.
The two involved persons were transferred to the Public Prosecutions Office for the charges of coercion and extortion.

No dia 1 de Abril de 2020, a PJ recebeu um caso de coacção e extorsão transferido pelo CPSP.
Uma trabalhadora não residente, de nacionalidade vietnamita, pediu a uma conterrânea, em Setembro de 2019, um empréstimo no valor de 22.000 patacas por precisar urgentemente de dinheiro, e prometeu que iria devolver o dinheiro, mas acabou por devolver só 3.000 patacas.
No dia 30 de Março de 2020, quando esta saiu de casa, um homem, de nacionalidade vietnamita, atacou-a apertando-lhe o pescoço, ordenando-lhe de devolver o dinheiro, forçou-a a assinar um recibo de dívida no valor de 37.000 patacas, e foi-se embora depois de ter confirmado onde trabalhava.
Na investigação, a PJ identificou o homem e descobriu que na altura da actuação, este estava em situação de imigração ilegal. No dia 13 de Julho de 2020, o CPSP conseguiu deter o suspeito e transferiu-o para a PJ. O mesmo admitiu ter ajudado uma conterrânea a recuperar a dívida e disse que a vítima tinha assinado o recibo de forma voluntária. O suspeito disse ainda que tinha acrescentado no recibo mais 18.000 patacas, montante não pertencente a esta dívida, com vista a ajudar outro conterrâneo a recuperar a dívida.
No dia 14 de Julho de 2020, a PJ encontrou, num apartamento na Taipa, a mulher vietnamita que tinha concedido o empréstimo. Ela negou ter pedido ao homem para a ajudar, mas de acordo com as informações obtidas, há indícios que mostram que os dois indivíduos forçaram a vítima a devolver o dinheiro através de ameaças, bem como o facto de o homem ter utilizado o recibo para obter dinheiro não pertencente a esta dívida.
Os dois indivíduos foram presentes ao MP por coacção e extorsão.
