本澳男子涉挪用公款被拘
2020年4月中旬,本局接獲某藥房東主報稱一名男職員在未經其同意下,擅自挪用內地廠商退回購買口罩、酒精搓手液及測溫槍的貨款合共約59.4萬澳門元。
案情顯示,2020年1月本澳新型冠狀病毒疫情嚴峻,市面上對口罩、酒精搓手液及測溫槍的需求大增,藥房東主應涉案職員建議,先後於1月至3月給付涉案職員80萬元人民幣,讓他直接向上海、浙江及湖北等地的廠房訂購上述物資,惟藥房僅於2月中旬收到部份物資,餘下貨物因封城措施未能付運,供應商於3月下旬退回59萬元人民幣貨款;涉案職員侵吞退款並潛逃內地,直至4月東主追問才得悉其挪用退款,遂報警求助。
本局查悉涉案職員逃到內地,故透過國際刑警組織中國國家中心局澳門支局向內地公安機關要求協助;直至7月8日,本局接獲內地公安機關通知涉案職員在廣州落網,並於同日透過國際刑警組織中國國家中心局澳門支局將之移交本局。涉案職員承認犯罪,供稱贓款已用於網上賭博及日常生活。本局以信任之濫用罪將涉案男子移送檢察院處理。
Local man arrested for embezzlement
A pharmacy owner reported to the Judiciary Police in mid-April 2020 that an employee had, without his consent, embezzled goods payment of around MOP 594,000 in total, a refund from mainland Chinese manufacturers, used for purchasing masks, alcohol-based hand sanitizers and thermometers.
Case details revealed that when COVID-19 was rampant in Macao in January 2020, there was a soaring demand for masks, alcohol-based hand sanitizers and thermometers. Per the involved employee’s suggestion, the pharmacy owner paid him RMB 800,000 successively between January and March to directly purchase such supplies from manufacturers in Shanghai, Zhejiang, Hubei, etc. However, the pharmacy received part of the supplies only in mid-February, as the remaining goods could not be delivered due to lockdown measures. The suppliers refunded goods payment of RMB 590,000 in late March. Having embezzled the refunded money, the involved employee fled to mainland China. Only when the owner questioned him in April did he realise that the money had been embezzled and report to the police.
Finding out that the involved employee had fled to mainland China, the Judiciary Police requested assistance from the mainland Chinese public security authorities, through the Macao Sub-Bureau of the China National Central Bureau of INTERPOL. The Judiciary Police was informed on 8th July and handed over the involved employee, arrested in Guangzhou, by the mainland Chinese public security authorities on the same day. The involved employee admitted to his perpetration and that the proceeds had been spent on online gambling and daily expenses. He was transferred to the Public Prosecutions Office for the charge of abuse of trust.

Em meados de Abril de 2020, a PJ recebeu a denúncia do dono de uma farmácia, dizendo que sem o seu consentimento, um funcionário tinha desviado cerca de 594.000 patacas, dinheiro devolvido por umas fábricas da China continental onde tinham adquirido máscaras, gel desinfectante de mãos com álcool e termómetros.
Apurou-se que em Janeiro de 2020, altura em que a situação epidémica em Macau era grave, devido ao aumento das necessidades de máscaras, gel desinfectante de mãos com álcool e termómetros, o dono da farmácia aceitou a sugestão de um funcionário, tendo-lhe dado 800.000 RMB para comprar os produtos acima referidos nalgumas fábricas em Shanghai, Zhejian e Hubei. Em meados de Fevereiro, a farmácia só recebeu uma parte de mercadorias e as restantes não conseguiram ser transportadas por causa do encerramento das fronteiras, portanto, os fornecedores devolveram 590.000 RMB no final de Março. Aquele funcionário apropriou-se do dinheiro e fugiu para o continente. Em Abril, o dono, só depois de perguntar várias vezes, teve conhecimento do facto, assim, fez queixa na PJ.
Na investigação, verificámos que o suspeito tinha fugido para o continente, por isso, pedimos a colaboração ao órgão policial da China continental através do Subgabinete de Macau do Gabinete Central Nacional Chinês da Interpol. No dia 8 de Julho, recebemos a notificação da polícia da China indicando que o suspeito tinha sido detido em Guangzhou. Naquele dia, o mesmo foi transferido para a PJ através do Subgabinete de Macau da Interpol. Este confessou o crime e disse ter usado o dinheiro para o jogo online e as despesas quotidianas. O detido foi presente ao MP por abuso de confiança.
